Fardad Hooghoughi was born in Cologne-Kalk and grew up in Neubrück. He is a scholarship holder of the Friedrich Naumann Foundation and was put forward for the German National Academic Foundation. His main political interests are in the areas of youth, social affairs and integration. In 2010 Hooghoughi joined the FDP. Since 2014 he has been a member of the Kalk district council in the city of Cologne. He has also been chairman of the FDP Cologne-East since 2017. In 2019 he was elected as an appraiser to the board of the FDP Cologne. Hooghoughi has been the founder and head of the Liberal Forum Integration since 2018 and head of the Integration Workshop since 2019. He is also a board member of several citizens' associations in Cologne.
